Experienced, Type Rated Captains. They train their own F/O.
Delays at Chinese Airports are due to a lack of available airspace - especially when the weather goes down. I've done a fair amount of flying in China and we had one approved route to each destination. It was impossible to file a different route in the case of delays.
A colleague was refused clearance to his destination enroute over China. They refused to accept him at
both filed alternates as well. Not area to be flying in with minimum fuel.
Off the Airways all the Airspace is controlled by the Military - they don't seem to want to relinquish control.
Regarding the Chinese contracts - they employ a classic "bait and switch" strategy. They promise big $$$ and overseas basings/commuting.
Big $$$ sounds good - but you need to look at the breakdown. For example this figure may be based on maximum overtime which you will not do. They will also do whatever it takes to avoid paying you the promised bonuses. Overseas basings/commuting will suddenly disappear and you will end up based in China.
It is also fairly common to be grounded 3 months/year in order to do various additional medical tests. No salary while this is going on.
I looked into this in some detail last year. That included talking to people that had worked there.
It is slowly getting better but they still have a long way to go.
