Descent speed with cost index 0 will be higher than green dot. As stated earlier in the thread there is an optimum speed profile for every cost index. Green dot is well below this - rate of descent is very low increasing the descent time and therefore the descent fuel.
Holding is different - this is where you want to fly best L/D ratio (green dot) as you want the lowest fuel burn per unit of time.
Thanks for the link - fantastic column!. Too bad it's not a full page spread in every major Dutch newspaper.

De afstand neemt wel degelijk af.
Bij CI=0 zal de kist klimmen met Vy=max rate of climb en dalen met Vx=minimum drag speed=max L/D ratio=GREEN DOT.
