Everyone has a cellphone with built in camera these days.
A few photos/videos taken by crew members will easily identify who did what. Makes legal action a great deal simpler as well.
I fly migrant workers to/from the Middle East. I'm normally the only Westerner out of 300+ onboard.
In my welcome speech I request that passengers not smoke in the lavatories as it is a safety hazard then I announce that I will confiscate the passport of anyone who breaks the rules. At the end of the flight I thank them for their cooperation. No problems.
I used to go back in person (I radiate "Don't ^%$# with me" which people pick up on very quickly) but sadly company policy now prohibits this.
