I had a loan contract with flight school in Netherland. They promises me to finish my training in 18 months. I even found a job but 26 months passed and school didn’t give my license yet. They say they are still processing it. They implyed me that; they don’t give my license if I don’t sign final payment plan. I don’t want to pay full price because I couldn’t get my type rating and full salary from airline because they couldn’t finish my training in time. Do they have any right to keep my license ? I need legal advice and some lawyer who knows these kind of conflicts. Many thanks
 
No lawyer here, but I bet the "promisse" was verbal and the contracts fine print will state that timing cannot be guaranteed. That's how these things work.
What remains is that you had your training and have not paid the full amount yet and they will not release your license until you do.

So , if you really need it, pay up and do the legal stuff afterwards.
 
I would strongly recommend calling a bunch of lawyers and at least have one office look at your case before doing anything!
 
Actually school was bankrupt, all title, name were changed. Contract was on previous school name. So there is no written valid contract exactly. I also suspect that maybe they already covered my expenses from insurance when they bankrupt. All I need to have some lawyer office suggestion or some advice from members.
 
Apart from the legal action against your former school, or what is left of it, which parts of the licence are not known to ILenT / Kiwa? Results from written exams and flight tests should be already in possession.

But I don't have experience with that office.

If you statisfy the requirements for licence issue, then that is a case between you and ILT. As far as I know, I flightschool (ATO) can't just refuse to send the papers to ILT because of a (finanancial) dispute. A licence is a personal document issued to the pilot by the competent authorities. So informing ILT about your case (including informing the ATO-inspector) might be be helpful, but get legal advice before taking any action.
